For those of you who’ve read Accidentally His, there really was a secret branch of the English General Post Office (GPO). You can read more about its origins here. From my research, I learned that employees of the Secret Office were so well-paid to keep it secret that no one knew of its existence until a scandal in the 1840’s unearthed it (and put an end to it).
